This funding topic is available thanks to Atlas Network's partnership with the Fraser Institute, which provides consulting and expert support to grantees of this program around the globe.

Based on the Economic Freedom of the World Ranking (EFW), the most comprehensive economic policy description of a nation available, Economic Freedom Audits effectively convey the advantages of economic freedom and free markets to policy reformers and are a powerful media tool to communicate to the public. They are designed to develop practical policy reform ideas, create local ownership, and deliver these ideas to governments and the people of the nation.

They enable participants and the public to see how their nation does against the region, world, and top 10 averages in economic freedom in 42 dimensions, and provide world-class policy examples for improvement.

The audits provide ample opportunity for communication to the public through the media: pre-audit news releases and interviews; coverage at the audit, typically including television; a post-audit press release and interviews; and then, with the preparation of the final report, its presentation to the public and government.

Audits have been or are being undertaken in Burundi, Ecuador, Vietnam, Greece, Serbia, Argentina, Turkey, Ukraine, Venezuela, Uruguay, Sri Lanka, Oman, Panama, Jordan, Egypt, Côte d’Ivoire, Morocco, the Kyrgyz Republic, Tunisia, Malaysia, Lebanon, Brazil, Namibia, Ghana, Nepal, Honduras, Mauritania, Colombia, Philippines, Poland, Tanzania, and Uganda.   • This opportunity is restricted to Atlas Network partner organizations based in countries placed in the lower half of the Economic Freedom of the World Ranking.

  • The grant amount should fall between $15,000 and $20,000, which should include the responsibilities listed below for the partner organization. In your budget, please include an estimate for the travel and lodging of one Fraser Institute representative.

  • The Fraser Institute provides a booklet and analysis of your country's Economic Freedom of the World ranking based on the EFW's five sub-indices. No fees are charged for the booklet.

    With the funding received, the grantee is responsible for on-site logistics and organization of an Economic Freedom Audit, including, but not limited to, planning the launch event of the audit (from booking venues to arranging meals), translation of the booklet produced by the Fraser Institute, marketing efforts, additional stakeholder meetings, and media releases. Grantees are responsible for covering the lodging for one Fraser Institute representative to attend the audit launch event. Other travel costs for the Fraser Institute representative will be covered by Atlas Network.

    The partner organization is also responsible for producing and disseminating a final report analyzing the nation’s policy situation and presenting recommendations based on recommendations developed in workshops and through ongoing consultations. The report must be circulated to the Audit participants for comments.
